The Civil Aviation Department and the Gujarat State Aviation Infrastructure Company Ltd. (GUJSAIL), the nodal agency for the development of aviation and related infrastructure in the state, have identified the following projects that have high potential in Gujarat:

New Airports

New Airports The Government of Gujarat has selected 11 sites where there is a demand for new airports. Greenfield airports are being built in industrial areas like Ankleshwar and religious tourism destinations like Dwarka, Ambaji and Palitana.


Maintenance, Repair and Overhaul (M.R.O.)

Maintenance, Repair and Overhaul (M.R.O.)Recognising the need for more Aircraft Maintenance, Repair and Overhaul (M.R.O.) capacities in India, the state government has taken the lead in establishing a General Aviation M.R.O. facility in the city of Ahmedabad. The Department of Civil Aviation, Government of Gujarat, is encouraging many more such facilities to come up in Gujarat, which has many advantages like proximity to Mumbai, which is one of India’s busiest airports but lacks space for dedicated M.R.O. hangars.


Aviation Park

Aviation ParkThe Civil Aviation Department has planned to establish an Aviation Park at Rajkot with land area of 100 hectares, the construction of the same has already commenced.GUJSAIL aims to create a complete eco-system where everything related to the aviation sector is available under one roof. For aviation professionals, the park complex will harbour a flight simulator, an aviation and aerospace management school, aircrew training school, helipad, landing strip for smaller aircrafts, etc.


Aero-sports and Other Relevant Activity

Aero-sports and Other Relevant ActivityConcession and encouragement to institutes, so as to provide people of Gujarat and make a Gujarat a popular destination for various aero-sports, aero-modeling activity.


Aviation Training Institutes

Aviation Training InstitutesTrained human resources are extremely important for the aviation sector. Apart from jobs in airlines and airports, the maintenance, repair and overhaul of aircraft requires highly skilled personnel, who are regularly trained to ensure quality and an excellent turnaround time. The government is supporting training institutes that can provide trained human resources to meet the needs of the growing aviation sector. This will also offer opportunities for Gujarat’s youth to get employment in the global aviation sector.

GUJSAIL had already given the land permit to Blue Ray Aviation which is an institute encompassing general activities with prime objectives of creating pilots by giving them training.

Training at blue ray follows-

  • Private Pilot License
  • Commercial Pilot License
  • Flight Instructor

Training was commenced in August 2018 at Osmanabad and in March 2019 at Mehsana. Currently there are 50 students (40 students enrolled with us at Osmanabad and 10 students enrolled after shifting at Mehsana) pursuing their CPL and PPL. Seven students (3 students from Osmanabad base and 4 students from Mehsana base) have completed their CPL from Blue Ray Aviation.

Infrastructure facilities provided to students are classrooms, library, briefing/de-briefing rooms, waiting lounge, conference room, video conferencing, projectors, computers, printers, pantry, etc.

Helipad Development

Helipad DevelopmentHelipads play an important role in the development of helicopter services and fill the gap of present required demands.

GUJSAIL with the coordination of district administration developed 126 permanents helipads and 82 temporary helipads in almost every taluka and district of the state for better connectivity to port, industries, pilgrim, tourism and historical site.

GUJSAIL working on the development of permanent heliports in accordance with the CAR Section 4 Series B Part III. GUJSAIL will cover all the aspects of planning, infrastructure, emergency services for the safe and secure helicopter services at important pilgrim and tourist destination of the Gujarat State, such as Somnath, Dwarka, Ambaji/Danta, Palitana, Sarangpur Hanuman, Dakor, Junagadh, Pavagadh andStatue of Unity, Gir National Park, Saputara respectively.

GUJSAIL working on the developing permanent heliports for the effective implementation of multidimensional UDAN-RCS, UDAN (Ude Desh ka Aam Naagrik) scheme of Government of India, with the objective of "letting the common citizen of the country fly", aimed at making air travel affordable and widespread, to boost inclusive national economic development, job growth and air transport infrastructure development of all regions and states of India. The GUJSAIL is also actively participating and contributing towards the scheme and driving the growth of civil aviation connectivity and infrastructure development in the Gujarat state.

Special Economic Zone

Special Economic ZoneThe government plans to establish an SEZ for aviation sector in Gujarat to promote manufacturing, maintenance and repair of aircrafts and other aviation infrastructure elated activities. We will be studying the feasibility and if the model is found to be successful, Gujarat could be the first Indian state to have dedicated SEZ for the aviation sector. Setting up an SEZ in Gujarat makes sense because it saves the time and effort. If there is an SEZ specific to aviation, the spare parts can be stocked up at a warehousing facility here itself, which will help save time, money and even human effort. Thus, it will help the entire aviation sector in India.
